Overcoming NIMBYism with Partnership and Proof

Along with hundreds of industry leaders, Star-C attended last week’s Georgia Affordable Housing Coalition Conference, where a key theme for project success was how to overcome NIMBYism—the resistance that often arises when affordable housing is proposed in growing communities.  At Star-C, we’ve learned that resistance softens when neighbors and community institutions feel seen, heard, and included. Real partnership and early engagement can turn “Not In My Backyard” into “Welcome to the Neighborhood.”

This approach is shaping the upcoming Flats and Villas at Stone Hogan, a 448-unit affordable housing development near Greenbriar Mall in southwest Atlanta’s Continental Colony neighborhood. After more than three years in the making, this community will break ground in April thanks to a collaborative effort by Zimmerman Properties and TriStar, with support from Mayor Andre Dickens, Invest Atlanta, and Atlanta Housing.

The development will include both family and senior housing units, as well as wraparound services provided by Star-C. From the beginning, Star-C and project leadership engaged directly with the Continental Colony neighborhood to share plans, listen to concerns, and build buy-in.

Projects like Stone Hogan show what’s possible when organizations, cities, and neighbors work together. It’s not just about getting to “yes”—it’s about building trust and deepening community collaboration.
